This series contains the records of the Water Resources Research Institute. The records consist of articles, by-laws, clippings, correspondence, financial statements, listings, meeting minutes, memoranda, organizational charts, proposals, publications, reports, speeches and questionnaires. Also included in the collection are photographs. Prominent correspondents include Luther P. Anderson, Dean of the College of Agricultural Sciences; Robert C. Edwards, President of Clemson University; James T. Ligon, A.W. Snell, and Paul B. Zielinski, Directors of the Water Resources Research Institute. The series is composed of the following sub-series:
Sub-series I. Subject Files, 1963-1990, contains the general files of the Water Resources Research Institute. Major topics include water quality development, water quality management, water resources development, water-supply, water use and watershed management in South Carolina. Also included are files related to South Carolina Governor’s Conference and South Carolina Water Resources Commission. The files are arranged alphabetically by subject and chronologically within each folder.
Sub-series II. Water Resources Policy Research Project Files, 1958, 1971-1988, contains the files relating to a comprehensive study, The Situation and Outlook for Water Resources Use in South Carolina, 1985-2000, conducted by the Strom Thurmond Institute and funded by the South Carolina Water Resources Commission in 1984-1985. The sub-series is divided into the two following sub-sub-series:
Sub-sub-series A. General Files, 1971-1988, pertains to the subject files relating to the water resources use survey. Majority of the files have numbers written in parentheses following the folder-titles. These numbers correspond with the question numbers on the water resources use questionnaires. Correspondence, memoranda and reports can be found in this sub-sub-series, as well as questionnaires from another water survey dating circa 1980. The files are arranged alphabetically by subject and chronologically within each folder.
Sub-sub-series B. South Carolina Water Systems Files, 1958, 1979-1985, contains the questionnaires and financial statements of the South Carolina water systems that participated in the survey. Most of the folders have DHEC numbers written on them which stands for South Carolina Department of Health and Environmental Control. The files are arranged alphabetically by the names of the water systems and chronologically within each folder.
There are no restrictions on use and access. Items may be reproduced by various means in accordance with Unit policies.
On April 14, 1964 the Clemson Agricultural College Board of Trustees approved the establishment of the Water Resources Research Institute, effective May 1, 1964, as a result
of Public Law 88-379, then under consideration and subsequently passed by the Congress
of the United States. Signed into law by President Lyndon B. Johnson on July 17, 1964,
the Water Resources Research Act of 1964 authorized the appropriation of funds to the
Secretary of the Interior to assist each state in establishing and carrying out the work of
a water resources research institute. On July 30, 1964 Governor Donald Russell wrote
a letter to President Robert C. Edwards which gave the responsibility and authority for
the new institution to act as the designated water center within South Carolina. The Water Resources Research Act of 1984 (Public Law 98-242) reauthorized the program, which was further amended by the 101st, 10th, 106th, and 109th Congresses.
