These papers were created by Dr. William Hayne Mills during his service on the Citizens Library Association board of directors. During his one year term as its president in 1941, working with the South Carolina Library Asociation, a major effort was made to introduce legislation which would establish 4 statewide library systems. Dr. Mill's advocacy was particularly strong because he anticipated that the Works Projects Administration's statewide library project would be reduced in 1941. The papers include articles, printed material and correspondence primarily relating to establishing a statewide library system for South Carolina. Correspondence includes letters to members of the association and others, including Nancy C. Blair, Mary E. Frayser, Maude Query Kelsey, Henry J. Woodward, Marion A. Wright, and Governor Burnet R. Maybank.
