The collection consists of research agreements; copies of articles and clippings; correspondence; telephone number and other lists; meeting and other notes; a photograph; proposals; budget, progress and final reports; slides depicting bridges; and other material used or made in the course of the projects which produced An inventory of South Carolina highway bridges: a pilot study for the South Carolina Department of Highways and Public Transportation (1989) and A study of pre-1975 non-metal truss highway bridges of South Carolina for the South Carolina Department of Highways and Public Transportation (1993); a copy of the pilot study is included in the collection.
The articles, clippings and notes consist of background research on bridges, bridge inventory projects and bridge rating systems. The correspondence, meeting notes, proposals and various reports concern research on the bridges and Elling's and Witherspoon's interactions with staff at the Department of Highways and Public Transportation. The slides were apparently used as part of a presentation on the project and the photograph (a copy of a circa 1906 photograph) documents the existence of a steel truss bridge and street railway trestle over the Reedy River in Greenville, SC.
The study of pre-1951 bridges on South Carolina highways project was conducted by Clemson University civil engineering professor Rudolph E. Elling and architecture professor Gayland B. Witherspoon on behalf of the South Carolina Department of Highways and Public Transportation, in cooperation with the Federal Highway Administration. The goal of the project was to identify historic non-metal truss highway bridges in the state that might be eligible for the National Register of Historic Places. A pilot project was untertaken from 1989 to 1991 to develop inventory procedures and bridge rating schemes to be used in the full iventory and to identify any problems that might arise. The full inventory was conducted from 1991 to 1993.

The files and photograph were given to Sarah McCleskey, Head of the Emery A. Gunnin Architectural Library, Clemson University Libraries, by Gayland B. Witherspoon for transfer to Special Collections in November 1999, accession 99-124. The slides were given to Phyllis Pivorun of the Gunnin Library by Witherspoon, for transfer to Special Collections in March 2000, accession 00-24.
